A Report Of The Findings Of A Fleet Risk Survey
In a world where risk and compliance is a heavier burden than fleet efficiencies, this survey and report were created to provide some background and clarity for those reviewing and assessing their safety procedures and transport policy.
ProVision’s Fleet Risk Assessment Tool was designed to help commercial fleet operators evaluate risk exposure. It provided ProVision with anonymised data for aggregation into this report.
The survey focused on the use, or lack of, key technologies that can help to prevent accidents, as well as more accurately reporting on incidents when they occur, and also on those technologies that can help to improve compliance and safety through best practice.
The top-level findings are highlighted in the following pages. You will also be given the opportunity to download the full report document.
However, the key discovery is the surprising number of fleet operators who are grossly unprepared and under-protected for incidents and accidents that may occur. 64% of respondents had a risk score above 70%
The data in the following pages shows that across all fleet sizes, accidents are happening. Yet, there is a major disconnect. 50% of respondents did not have cameras fitted, and of those that did, 42% were single windscreen-mounted dashcams! The majority with cameras are not told if a failure occurs in the hardware and have no access to the footage unless the vehicle returns to base and/or the media is physically removed. This is a major gap in a fleet’s risk management protocols.
Add to this the significant percentage of fleets not doing vehicle checks and not having a defined accident reporting process and we see fleets carrying substantial amounts of unnecessary risk.
When all the answers were collated and based on the risk weighting for each answer, the final risk score per respondent fleet was calculated. This is a staggering statistic, which is made worse by the fact that a further 20% of respondents only had cameras in some of their vehicles, leaving the majority exposed. Only 20% responded saying that they had cameras fitted to all vehicles.In today’s compliance-led transport and logistics world, it is unfathomable that there are close to one fifth of fleet operators in our survey who reported that their staff did not routinely carry out walk around checks. It is somewhat reassuring that 63% do so on paper, but this introduces disconnects and delays in reporting that may cause issues.

The data highlights that only 21% of respondents use an electronic means for reporting accidents, while 15% have no process for it whatsoever. The largest majority use a paper process, which naturally delays the details getting to the fleet manager and further does not allow complete records to be collated in a single place.
Splitting this data between those that have cameras fitted and those that don’t shows a correlation between having cameras and a greater likelihood to have an accident reporting process.

The Relationship Between Cameras And Accidents
62% of respondents reported having more than 1 accident across their fleet in the previous 12 months
If that’s not astonishing enough, almost one third of respondents said they had 5 or more accidents per year.
Obviously, the propensity for accidents is far greater as the size of fleets increases, as we can see from chart 5a where the respondents who reported 5 or more accidents per year almost doubled. Chart 5b shows this same data but splits the responses by fleet size. The data shows some correlation between fleet size and accident rate, with fleets of 1 to 5 vehicles reporting the highest percentage of zero incidents in a 12-month period and those of 100+ vehicles reporting the highest percentage of 5 or more accidents in the same period.Another interesting data point is to compare accident rates between those fleets with and those without cameras.
The data shows that those with cameras tend to be the fleets that have the most accidents. In itself, this is logical, as the more accidents a fleet has, the more they will want to have evidence to defend themselves. The majority of respondents to this survey had no mechanism for knowing if one of their camera systems had failed or was reporting an error.
Fleet operators often report an issue with their previous solution whereby an accident occurred, but on trying to recover the footage they discover that it was not recording due to a fault in the device or recording media. Clearly this is a major point of concern as hardware and media are not infallible and can develop issues. It is even worse that, having invested in some form of camera system, it fails you when you need it most.80% reported they did not have remote access to camera footage
Having remote access to camera footage is critical to successful risk management. This functionality allows the fleet manager to not only live stream video, to check on vehicles as required, but more importantly to download key footage while the vehicle is still at the accident scene.
This is very important as commercial vehicles are often seized by the authorities for further investigation. This can mean that fleet operators who rely on having the physical media in-hand to retrieve footage may experience significant delays in doing so, or as is reported to ProVision on many occasions, may never get the footage at all!
